Abstract/Summary
This report provides an assessment of the building within its historic context, and an understanding of its development based on historical research and building recording. A statement of significance and a set of policies and principles are set out as guidelines for the refurbishment and development of the site. A supplementary PPS5 Statement will assess the impact of development on the significance of the building at the planning and listed
building consent application stage.
