Abstract/Summary
A Heritage Statement was prepared in 2021 to assess the potential impacts of a proposed office development on land at 22 Winnington Street, Northwich, Cheshire. The development comprises an office building extening from north-east to south-west along the north-eastern part of the Site. The building would be set back from Winnington Street. Although the proposed building has three storeys (the lowest being steel plinths over an open car park) to its eastern elevation, it would be set into the natural hillslope so that, from Winnington Street, only one storey would be visible.
The Cheshire Historic Environment Record (HER) and the National Heritage List for England record a range of designated assets within the 100m Study Area surrounding the Site. The designated assets include two Grade II Listed Buildings (Town Bridge over Weaver Navigation, and Control Cabin; Victoria Infirmary, Old Wing) , ten Locally Listed Buildings and an
area of archaeological potential (Northwich Area of Archaeological Potential). All of these designated assets are located within the Northwich Conservation Area. In addition to the designated assets, the Cheshire HER records four non-designated assets (Baronsquay Salt Works; Site of Nineteenth Century Quay, Northwich; Site of Former Solicitor's Office on Winnington Street; Roman Road - Chester to Manchester (Route 7a) within the 100m Study Area.
The study concludes that there is low potential for direct impacts upon any buried remains which may be present on the Site due to previous tree root disturbance, modern development (including services and telegraph pole with overhead cables) and demolition on the Site. The Site (the part that will have the new access road and car park) was partially occupied by a building in the latter half of the 20th century which was demolished in the early 21st century.
