The Moody Street Conservation Area was designated by Congleton Borough Council in 1980 and the boundaries were amended in 1990. A conservation area is an “area of special architectural or historic interest” the character or appearance of which it is desirable to preserve or enhance.1 Designation of a conservation area increases control over significant or total demolition of unlisted buildings, strengthens control over minor development and protects trees within its boundaries. It also ensures that any new development maintains or enhances the character of the area. Section 71 of the Act imposes a duty on the local planning authority to formulate and publish proposals for the preservation and enhancement of conservation areas. Proposals must be publicised and incorporate public comment. The purpose of the Appraisal is, in accordance with the methodology recommended by English Heritage,2 to define and record the special architectural and historic interest of the Moody Street Conservation Area. This has been used to prepare a management plan setting out actions to maintain and enhance the special character of the area. These documents will support the active management of the Conservation Area through the development control process, including support for appeals.
