Abstract/Summary
1.A predecessor to the present proposals was considered in May 1998 but was not granted planning permission . This was the subject of archaeological comment going back to 1995, which is contained in File 1. The airfield was not an issue at this time, although this scheme does not appear to have affected the site from the plans in the file.
2.The present scheme has gone through various modifications since the draft ES (with a cultural heritage section prepared by Gifford) was submitted in October 2000. I have been through this second file and highlighted the key documents with yellow tickets, numbered 1-8. Key mentions of the airfield occur at:
Number 4 (Nov 2000) advising an RCHM Level 1 survey of threatened features on the airfield.
Number 6 (March 2002), where the revised ES says that any airfield buildings affected by construction will be recorded prior to destruction.
Number 7 (March 2002) where it is noted that components of the airfield are likely to be scheduled and advising that any other features that will be destroyed by the scheme should be recorded. The elements to be scheduled are shown in 7B
Number 8 (July 2002) commenting on the statement of common ground prior to the public inquiry.
Number 9 (Feb 2003) highlights English Heritage’s comments on why the whole of the airfield will not be scheduled. This is contained in File 3.
Number 10 (Nov 2002) is an insert in the Statement of Common Ground prior to the public inquiry regarding archaeology.
