A desk-based assessment was undertaken in 2008 in support of the proposed development of a Tails Management Facility at Urenco, Capenhurst Site. The Royal Ordnance Factory at Capenhurst was first developed in the early 1940s, to inspect and package small arms ammunition. In 1946, the Ministry of Supply chose the Capenhurst site for the construction of a gaseous diffusion plant to enrich Uranium. The area of the site was expanded to the north and west for this purpose and construction began in 1950 with operations commencing in 1953.
