Summary
This is an Anti-Seaplane Obstruction/Obstacle, which were objects, such as a wire, put across a body of water, such as a reservoir, to stop any sea-planes landing successfully. All that remains is about 1 foot of steel protruding from the south bank of the reservoir by the footpath that has a circular hole in top to receive a wire cable. It is possible that steel drums were suspended by cable to ride on top of water over the reservoir.

About 1 foot of steel protruding from south bank of reservoir by footpath. Circular hole in top to receive wire cable. [possible that steel drums were suspended by cable to ride on top of water over the reservoir]. These were anti-seaplane precautions. (1)
