The Technical Institute appears on the Second Edition Ordnance Survey map (25inch) fronting onto Waterloo Road.

The Technical Institute was built in 1893 on open land to the north of the Town Hall (Waterloo House, CHER 15001); the original rectangular building was extended to the south by 1907. Meanwhile, in 1906, the Runcorn Council was awarded a grant of about £3,000 from Andrew Carnegie to build a library. The Council donated to the vacant site adjacent to the Town Hall and the new library (Carnegie Library, CHER 15000) was built to abut and be integrated with the Town Hall. By the early 1960s the library had expanded not only into an adjacent room in the Town Hall, but also into the extension of the Technical Institute, which was then known as Runcorn Technical College and, later still, as Halton College. The building has now been demolished as a new site Riverside Campus was developed by Halton College.
